A South Korean woman arranges photos of so-called "prisoners of conscience" under a plastic tarpaulin to protect the pictures from the rain prior to a rally in central Seoul September 25. Dozens of family members of the prisoners gathered to demand the government release them from their confinement. The family members assert that there are 980 political prisoners in South Korea, including many who have been incarcerated for years. The government denies the existence of any political prisoners. Many of the incarcerated were arrested under South Korea's draconian national security laws.
