At the proclamation of the constitutions of the Deutsche Studentenschaft (German Student Union) and the Deutsche Fachschulschaft (German Technical Students' Union) by Wilhelm Frick in the Philharmonie, Adolf Hitler gives a speech to the German academic community. Delegations from Berlin and other German colleges, universities and technical colleges, the rectors of all German colleges and universities and representatives of the district administrations and local groups of the NSDStB attended the event. In the 1st row from left Johann Ludwig Graf Schwerin von Krosigk, Paul Eltz von Ruebenach, Joseph Goebbels, Franz von Papen, Oskar Staebel, Wilhelm Brueckner, Wilhelm Frick, Hans Pfundtner, Baldur von Schirach.
