Belgian Senator Alain Destexhe (4th left) speaks during a news conference at the Brussels International Press Centre January 25 on the eve of United Nations Secretary General Kofi Annan's three-day visit to Brussels. Relatives of victims of the 1994 genocide in Rwanda on Monday accused Annan of being responsible for the U.N.s failure to prevent the massacre. Destexhe said the families of the Belgian U.N. peacekeepers and families of Rwandan victims of the genocide had a dossier with 10 complaints against Annan, who was deputy of U.N. Secretary General Boutros Boutros-Gali and director of peacekeeping operations at the time. Destexhe, who also initiated a Belgian parliamentary commission on Rwanda, said Annan failed to respond correctly to a fax announcing the forthcoming genocide and threat against the Belgian U.N. peacekeepers.
