Cambodian opposition leader Sam Rainsy prays to skulls April 17 at Choeung Ek, a site about 15km (9.3 miles) outside Phnom Penh where mass graves of victims of the Khmer Rouge were found in the 1980s. The government on Monday largely ignored the 25th anniversary of the fall of Phnom Penh to the Khmer Rouge. But opposition leader Sam Rainsy took the opportunity to make an impassioned plea for justice and to criticise Prime Minister Hun Sen's government and handling of a tribunal for former leaders of the radical communist group. Sam Rainsy led a ceremony that included some 200 villagers and monks, many survivors of the Khmer Rouge's bloody rule from 1975-79, lighting incense and making offerings at the site of mass graves found during the 1980s.
