Iraqi officials check the seal they put on a suitcase destined for the United Nations Security Council and containing documents detailing Iraq's nuclear, chemical and biological activities, after handing the documents over to U.N. officials at U.N. headquarters in Baghdad, December 7, 2002. The declaration, in which Iraq must give a full accounting of any past and current programs involving biological, chemical or nuclear weapons, will be flown from Baghdad to Vienna, headquarters of the International Atomic Energy Agency, and to New York.
