In 1938 the Treasury Department ran a competition with a prize of to design a new five-cent coin ('Jefferson Nickel'). Mrs. Nellie Tayloe Ross is seen here with Edward Bruce, head of the Public Works of Art Project and some of the 390 models entered. Born Nellie Davis Tayloe (1876-1977), Nellie Ross was an American politician who succeeded her husband William B. Ross to become the 14th Governor of Wyoming (the first woman gov of a U.S. state) from 1925-27 and was the first female director of the United States Mint from 1933-53.
