General Plinio Abreu (R) of the Brazilian Army arrives, escorted by an Ecuadorean policeman, at his country's embassy in Quito to act as chief coordinator in an emergency meeting of the Mission of Military Observers for Ecuador and Peru (MOMEP) with delegations from Ecuador and Peru, August 8. The MOMEP, made up of military officers from Argentina, Brazil, Chile, and the U.S, called for the meeting to defuse the tension on the Peru-Ecuador border caused when both countries accused each other of sending troops across the section of disputed border that was the cause of an armed confrontation in 1995.
