Senator Robert Smith, (R/NH) makes a phone call Janaury 8 as Cuban boy Elian Gonzalez rides on the shoulders of family friend. Smith, who is a member of the Senate Judiciary Committee, is looking into the possibility that thesix-year old's civil rights were violated by the Immigration and Naturalization Service's decision to return him to his father in Cuba. Elian has been living with relatives since he was found in the Atlantic Ocean clinging to an inner tube November 25. The boy's mother, stepfather and 10 others died when the boat they were in sank as they attempted to reach the United States.
