The Big Four, L to R: Orlando, premier of Italy; Lloyd George, prime minister of England; Clemenceau, premier of France, and President Wilson. As the days of the conference drew on these leaders, known formally as the Council of Four, were empowered to shape the form of the growing treaty. Sessions of the Big Four were held in the library of President Wilson's Paris residence, where this photograph was made by a Signal Corps operator.
