This image, taken in September 2002, shows one of many possibly historic cottages which is at risk of redevelopment, at Riviera Beach in Florida. The area is a rundown, crime-ridden city on Florida's Atlantic coast with a view of the oceanfront mansions of glitzy Palm Beach. It also has a waterfront neighborhood where Bahamian conch fishermen settled in the 1920s, Native American sites, boat repair yards servicing yachts from around the world, and homes near the water that ordinary folk can afford. The city council has approved a $1.2 billion plan to redevelop the waterfront with hotels, shops and townhouses. That means razing 1,700 homes and moving out 5,100 people.
